Key Responsibilities

Compensation, Benefits & Payroll

  • Manage the full payroll cycle according to the approved schedule, ensuring accuracy, completeness, and
    timely processing.
  • Validate and upload payroll data into relevant systems in line with internal controls and audit
    requirements.
  •  Administer staff benefits, including staff loan programs, ensuring correct eligibility, documentation, and
    Coordination with relevant stakeholders.
  • Budget planning & cost optimization.
  • Design and implement employee reward program and initiatives.
  • Support communication and change management related to staff compensation & benefits.

HR Business Partnering – for Some Key Departments

  • Act as the primary HRBP for some Departments, providing strategic and operational HR support to line
    managers.
  •  Advise Department Head on workforce planning, organization structure, staffing, talent development,
    mobility, retention and succession topics.
  • Support managers in handling employee relations matters, ensuring fair, transparent, and legally
    compliant solutions.
  •  Coordinate and monitor the performance management cycle (goal setting, mid-year and year-end reviews,
    calibration) for assigned populations.

HR Data & Compliance

  • Produce regular HR statistics and dashboards (e.g. headcount, turnover, absenteeism, payroll
    cost, staff loans, etc.) for local management.
  • Prepare and submit HR reports and data required by BRED Group in Paris, ensuring quality,
    timeliness, and consistency with Group standards.
  • Ensure HR practices related to compensation, benefits, payroll, and staff loans comply with
    Cambodian labor law and relevant regulations.
  •  Coordinate and support internal and external audits relating to HR, payroll, and benefits;
    address findings and implement corrective actions.

Team Management and Development

  • Lead, manage, and develop a team of two HR staff, providing direction, coaching, and
    performance feedback.
  • Allocate workload, set clear objectives, and ensure high service quality and customer-oriented
    HR delivery.
  • Build a collaborative culture within the team, fostering continuous improvement and knowledge
    sharing.

Required Education & Experience

  • Bachelor’s degree in human resources, Business Administration, Finance, or related field.
  • Several years’ experience in HR with strong exposure to compensation & benefits and payroll.
    experience as HRBP preferred.
  • Understanding of Cambodian labor law and HR compliance requirements.
  • Experience in the banking or financial services sector is an advantage.
  • Proven experience managing or coaching team members

Required competencies

  • Strong technical knowledge in compensation, benefits, and payroll administration.
  • Business partnering mindset with the ability to influence and support department heads and
    team leaders.
  • High level of integrity, confidentiality, and attention to detail.
  • Proficiency in HR reporting and dashboards (e.g. Excel/HRIS tools).
  • Excellent communication and interpersonal skills in a multicultural environment.
  • Organized, deadline‑driven, and able to manage multiple priorities.
